成語：群策群力（QUN CE QUN LI）: To pool the wisdom and efforts of everyone; to work with collective wisdom and concerted efforts; to join force and intelligence together; a teamwork.
出處：漢，楊雄的“法言”。
釋義：集眾人之計謀和力量來完成一件事。
故事：秦朝末年，天下大亂，各地有志之士，群起抗秦。其中項羽率領的楚軍最強，打敗秦軍，並殺了秦王子嬰。然後項羽封自己為西楚霸王。後來項羽和漢文劉邦爭奪天下。由於項羽剛愎自用，拒聽其謀士范增的獻計，最後在垓下地方兵敗自刎。臨死前，他說，“此天亡我，非戰之罪也。”意思是說，他的失敗是老天爺要他這樣，並不是由於他的戰術戰略錯誤。
漢朝的大文學家楊雄（字子雲，四川成都人）在他一書“法言”中指出，在楚漢相爭中所以漢勝楚亡，他認為劉邦能“漢屈（竭盡）群策，群策屈群力”之故。它的意思是：劉邦能夠接受並能指揮眾人的智謀和力量，而項羽只憑一己之力，未採眾人之謀。甚至連唯一的一個某臣范增的忠告也不願意聽，因而坐失良機。而劉邦的手下有蕭何，張良，韓信，陳平等人獻計，幫助他消滅楚軍，一統天下。
用法：張三要到上海開個分店，他對那個分店店長李四說，“必須‘群策群力’，共同努力，才能成功。
故事英譯：In the last year of Qin Dynasty, the whole country had been trapped in chaos. All the ambitious figures everywhere got up to fight against the tyrant Qin, among them, the army of Chu, led by Xiang Yu, were the strongest, which later defeated Kingdom Qin and killed its last emperor Zi Ying. Then Xiang Yu made himself the Great King of Western Chu. Afterward, there were two powerful groups—Xiang Yu and Liu Bang, the King of Han—fought against each other for winning the throne. Because of being very opinionated and stubborn, Xiang Yu refused to use the strategy which was suggested by his main advisor Fan Zeng and finally he was defeated badly by Liu Bang at Gai Xia Area; Xiang Yu was forced to commit suicide by cutting his throat with his own sword. At the moment before his death, he said, “It is god who let me die; but not my faults of the tactics and strategy.” It meant that god let him be defeated. It is not that his tactics and strategy were not correct.
Yang Xiong, the great scholar of Han Dynasty （Styled Zi Yun, Chengdu, Si-chuan） pointed out the causes in his book “The Discussion of Legalism” why King of Han Liu Bang got final victory and Xiang Yu was defeated at last. Yang Xiong thought that Liu Bang could do his best in wisdom of everyone, and the best wisdom could push everyone to do their utmost efforts. It meant that Liu Bang would like to accept and could command the wisdom and the strength of his group, while Xiang Yu only depended upon the strength of himself. Even he did not accept the advice given by his only one key advisor Fan Zeng, therefore he lost the best opportunity of victory. Anyway, in the camp of Liu Bang, there were good advisors as Xiao He, zhang Liang, Han Xin, Chen Ping etc. who helped Liu Bang to defeat Xiang Yu’s Chu Army and ascended the Throne to unify the whole country.
